Who can see and change what
Owner and Finance see every measure and scope. Sales and Marketing see company totals and their own allocated targets and actions; operating profit is hidden from them. Nobody edits the approved baseline from this dashboard: changes go through a plan revision. In the prototype this hiding is static and is not a test of authorisation.
